What is a BAC?
Bilingual Advisory Committees (BACs) empower parents of English Learners (ELs) to participate in their student's education and advocate for the academic, social, and cultural development of all ELs.
BAC meetings address issues relating to the education of English Learners (ELs) in TBE or TPI instructional contexts; provide information about CPS services, programs, and resources for students and families; and train parents to effectively participate in the overall governance of bilingual education.
Every school implementing a state-mandated Transitional Bilingual Education (TBE) Program is required to form a Bilingual Advisory Committee (BAC). We recommend that parents of ELs at schools implementing a Transitional Program of Instruction (TPI) also participate in BAC meetings.
Purpose of the BAC
- Promote academic achievement for English Learners
- Provide input on the school's Bilingual Education Program
- Educate parents on school and district policies, resources, and rights
- Organize workshops and meetings to empower bilingual families
- Ensure parent representation in school decision-making (often collaborates with the BOG/LSC)

Meetings and Activities
BACs meet at the school at least five times a year, and include parent trainings and workshops. Five officers are elected annually and report to the Local School Council. The BAC Handbook provides detailed information about how BACs are organized and function and is offered in multiple languages.

What is a PAC?
PACs empower parents to inspire and help their children achieve educational goals and graduate from elementary and high school. Parent Advisory Councils (PACs) empower parents to serve as partners in their children’s education in schools receiving Title 1 funds. Each academic year, schools establish Parent Advisory Councils (PACs) to bring together parents/guardians, teachers/ staff and community stakeholders to work with the school principal in the planning, design, implementation, and evaluation of the Title I Program.
Purpose of the PAC
- Provide information on amendments and future Title I programs
- Advise the principal on how Title 1 parental involvement funds should be spent in alignment with the school’s Continuous Improvement Work Plan (CIWP)
- Jointly develop and approve a parental involvement policy that includes a school-parent compact
- Share Title I ESSA (Every Student Succeeds Act) information updates received from the New Region PAC
- Provide assistance, support and training to parents to improve their literacy and parenting skills.
- Work to create equitable partnerships between teachers, staff, and parents in the education of students.
- Provide information to parents that will enable them to work with the school to promote their child’s grade level progress.
